Nation Partners conducted a holistic operational process review of City West Water’s (CWW) confined space entry procedures against both regulatory requirements and industry best practice benchmarks.

Confined Space Entry (CSE) is a high volume, high risk activity undertaken by several of CWW’s primary contractors, subcontractors, land development contractors and plumbers. In light of recent organisational changes, CWW commissioned Nation Partners to conduct an independent and consultative review of CWW’s existing CSE approach, and identify opportunities for improvement.
Nation Partners adopted a holistic approach to this operational review, incorporating elements relating to:
1) processes (e.g. procedures, documentation, registers, records);
2) systems (e.g. internal IT platforms);
3) capability (e.g. qualifications, training, competency), surveillance (field audit and safety walk programs); and
4) assets (e.g. infrastructure configuration/design, equipment).

Conducting holistic process review to meet industry best practice
We used a multi-method approach to data collection, including personnel interviews, stakeholder workshops, document review, and field observations. Gap analyses were conducted against relevant EHS regulations and codes of practice, and industry best practice. Recommendations for compliance management, and opportunities for improvement were provided across a range of elements, including procedure updates, suitable equipment use, cultural/behaviour change, and ongoing internal surveillance programs.
