Paul has extensive experience in providing full work, health and safety services and has a passion for harnessing behaviour change. His skills include audit, risk assessment, behavioural diagnostics, strategic safety, due diligence and transaction services. He has worked across the Middle East, North Africa, Europe and Scandinavia, the Russian Federation, Kazakhstan, England, Scotland, Wales, Singapore, Indonesia/Sumatra, New Zealand and Australia.

PMCA and technical advisor

Nation Partners has been appointed as project manager and contract administrator (PMCA) for priority remediation works at a former landfill site to address environmental and health risks. The primary objective of the improvement and remediation works has been to improve surface and groundwater quality.

We have provided strategic and remediation planning advice, tender and procurement support, project management and contract administration services.

Client challenge / benefit delivered

The work has led to more than two million tonnes of ammonia being diverted from the marine environment and has significantly improved water quality for swimming and other recreational activities.



Risk mitigation works

Our team supported the Commonwealth in successfully completing a program of risk mitigation works to address environmental, health and safety concerns and significantly reduce risks to site users.

We scoped the program of risk mitigation works and developed a strategy that would address significant contamination impacts and minimise ongoing operational and maintenance costs. The project provided significant employment opportunities for the local Indigenous community.

A key project challenge was to deliver an extensive program of risk mitigation and rehabilitation works within a compressed timeframe to achieve project completion prior to the wet season.



Strategic remediation advice

Nation Partners was engaged to review a proposed remediation strategy and works plan for a complex remediation and rehabilitation project to identify delivery risks and mitigation measures.

Our team has provided advice in relation to future landuse, approvals, remediation design and long term environmental management. We have developed criteria that will evaluate the performance and effectiveness of the remediation and rehabilitation works.

Mine rehabilitation

Nation Partners is working as part of an integrated team on a large-scale mine rehabilitation project. Activities on the site have led to significant environmental impacts and led to cultural disharmony.

Our team is providing specialist input to the stakeholder consultation, risk assessment, option assessment and rehabilitation planning process.

Client challenge / benefit delivered

A key challenge for the project is to identify rehabilitation options that are economically feasible, will address environmental impacts and are endorsed by key Traditional Owner groups.

We are experienced building authentic relationships and understanding complex stakeholder landscapes.



Building capacity

Gaining meaningful engagement with Indigenous stakeholders is a critical component of a major rehabilitation project in the Northern Territory. There are significant opportunities to build cultural awareness.

Our team has led capacity building initiatives that engage and inform people and encourage cooperation and collaboration. We have delivered a work, health and safety program and pilot rehabilitation project to maximise Indigenous participation and develop skills in the local community.

This has led to increased local employment opportunities during subsequent construction and rehabilitation works.



Communications and facilitation

Our team assisted a leading transport authority with communications and stakeholder engagement during the planning phase for a major Victorian transport project. We engaged with the community, provided media support, and facilitated key stakeholder workshops.

This led to improved relationships with major stakeholders and identified options for improving strategic land use planning.

A key element of this work was engaging with key inner city council relating to open space area impacted by the project.



Transport program coordination

Nation Partners assisted a transport department through a critical stage in the development of several major metropolitan road and rail projects.

Our team identified stakeholders and issues to provide a strategic context for future stakeholder activities, developed engagement strategies to progress project planning and managed stakeholder briefings to build understanding and support for the broader transport infrastructure program and individual projects.

We worked with multidisciplinary project teams and technical experts to resolve issues and prepare communications materials for a broad range of internal and external audiences.



Groundwater and surface interaction

Nation Partners was engaged by the Penrith Lakes Development Corporation to undertake a review of hydrogeology and groundwater data at the Penrith Lakes Scheme to better understand the relationship between the lakes and local groundwater resources.

The technical review assessed the potential for the lakes to impact surrounding aquifers, and conversely for local groundwater to impact water quality within the lakes, in order to identify potential risks, management measures, and criteria to trigger such measures for future operators.



Stakeholder engagement

Our stakeholder team assisted the VicRoads CityLink Tulla Widening project team with the development of stakeholder relations and community information.

We worked effectively with the project lead and subject matter experts to develop appropriate messaging and Q&As that clearly explain complex technical information and address key stakeholders queries.

Matthew has delivered detailed business cases and feasibility assessments for Commonwealth Government and private sector clients on major infrastructure, rehabilitation, land use planning and urban renewal projects across Australia.

Matthew Nation

Working in successful multi-disciplinary teams, he has led stakeholder consultation, specialist environmental studies, remediation planning, cost estimating and approvals for projects in the transport, water, energy and land development sectors.

He has a strong appreciation of divestment and due diligence processes, and has played a strategic role in a project which is paving the way for the resolution of one of Australia’s longest-standing native title claims.

Matthew loves working in collaborative teams to solve complex economic, environmental and social problems. Jenni is a principal stakeholder relations consultant who loves working with project teams to help them navigate complex stakeholder environments.

Jenni Forrester

With experience on high-profile transport projects, Jenni offers valuable insights for private and public sector infrastructure from her work across departments and ministerial offices.

She has been a trusted adviser on projects including Regional Rail Link, East West Link planning, major rail studies and Regional Fast Rail.

Her recent work with Nation Partners has delivered targeted engagement to support transport projects through key milestones including planning approvals, PPP procurement and contract award.

Jenni helps projects engage constructively with communities and stakeholders to build shared understanding, improve project decisions, increase acceptance and reduce risk.

She finds that regular negotiation with her children challenges her to continuously improve her listening and consultation skills.

Chris Duesterberg

Chris Duesterberg

Chris is a principal environmental consultant with extensive experience in contaminated land, remediation, hydrogeology and numerical modeling. He loves working with clients and industry-leading thinkers to identify and develop innovative solutions to complex environmental problems.

Chris Duesterberg

Chris received his PhD from the University of New South Wales in advanced oxidation technologies for contaminant remediation applications. He has worked in academic and consulting roles researching and implementing novel and emerging technologies for contaminated site remediation and groundwater projects.

Having worked with the public, private and academic sectors, Chris appreciates the technical knowledge, willingness and desire to think ‘outside the box’, and the collaborative effort required to achieve purposeful solutions to real-world problems.

Chris is passionate about mankind’s ability to solve major economic, environmental and social problems and gets his kicks out of translating complex technical issues to everyday language. He usually finds inspiration for novel approaches to difficult challenges whilst in the surf or on the baseball diamond.

Gemma is a senior stakeholder relations consultant with experience in diverse roles spanning small business, not-for-profit organisations and government authorities in education and transport.

Gemma Boucher

Combining skills in stakeholder and community engagement, marketing communications and media, Gemma loves to partner with the community and find new and creative ways to achieve great outcomes.

Over the last six years she has worked on some of Victoria’s biggest transport projects, managing communications and engagement at VicRoads, on Peninsula Link and planning for East West Link. Originally from Canberra, Gemma has assisted both Commonwealth and state ministers’ offices.

She spends as much time as she can either exploring Melbourne’s inner-city sites on her bicycle, walking her sausage dog or in the ocean attempting to surf or paddleboard.

With extensive knowledge of the NSW procurement system, Luke has a track record in successful design and delivery of major remediation contracts.

Sarah Altmann

Sarah is a senior stakeholder relations consultant providing expertise in stakeholder relations, community engagement and strategic communications.

Sarah Altmann

Before joining Nation Partners, Sarah spent several years delivering communications for transport projects at VicRoads, Department of Transport and Transurban – including the CityLink Tulla Widening, Avalon Airport Rail Link and SmartBus projects.

She enjoys identifying issues and working with stakeholders to find the best solution. Since studying Public Relations at Deakin University, Sarah has lived and worked in the UK and Middle East, where she developed a unique perspective of working across cultures.
